Savings from Energy Efficiency - the hidden revenue stream Your High-Bay lights are inefficient and your electricity bills are rocketing? - "..but it costs a fortune to replace older technologies with modern energy efficient ones" you say. Not any more - to meet the eight goals of SA's Energy Efficiency Strategy, Eskom has put funding programmes in place to ensure that it is cost effective for you to replace inefficient technologies now, rather than waiting for them to expire. The two Energy Efficiency improvement Programs of interest to Commerce and Industry are: 1. Standard Product > for customers with projected demand savings of 1kW to 100kW, a load factor of more than 5% and 3,5 hours per day, and energy savings of at least 2 MWh per annum. Typically retail outlets, factories, guest houses, Residential estates etc > provides specific rebates for efficiency improvements derived from the implementation of approved technologies designed to act as replacements for less energy efficient technologies. > Target technologies include: Energy Efficient lighting, Water Heating and Low Flow showerheads >project approval time-frame should take no more than four weeks >rebate amount the least of 85% of cost or rebate calculator, capped at R500 000 per project site, paid to the electricity customer or owner of the premises, from notifying Eskom of
completion to receipt of the rebate, should be completed within 6 weeks >Customers to ensure conformance to all applicable laws, specifications and regulations. Deviation from Standard Product specification will be for customer’s account. 2. Standard Offer The Standard Offer is a mechanism used by Eskom for acquiring demand-side savings under which Eskom shall pay for verified energy savings using a pre-determined and pre-published rate in c/kWh for the implementation of an approved technology. The Standard Offer will:
Any energy user (customer), Project Developer or Energy Service Company (ESCo) that can deliver verifiable energy savings, from 500kW to 5MW, can propose projects, and if successful, shall be paid the fixed amount per kWh over a period of three years. Achieved savings will be verified by an authorised, independent measurement and verification (M&V) organisation. It should be noted that the Standard Offer does not replace the existing Eskom IDM application process. An ESCo may elect to propose a project either through the existing IDM process or using this Standard Offer process. The rate / kWh for energy savings will be fixed per technology group as per the National Energy Regulator of SA’s (NERSA) requirement. The main salient feature of each contract is a payment of seventy percent (70%) of the measured and verified savings in respect of each particular contract after commissioning and verification of savings, and the outstanding balance paid thereafter at a rate of three payments of 10% each per year, for three years, with adjustments made to the final payments to compensate for any anticipated savings not achieved.
